When you get to heaven, will you be able to communicate with friends and relatives that are in heaven?

There seems to be every indication in Scripture that we will be able to to just that. The main support for this idea comes from Jesus. After Jesus was resurrected from the dead, He appeared to His disciples and more than 500 people, and they recognized him and talked with Him (see 1 Corinthians 15:3-8).
