What does "all men" mean Romans 12:17?

What does is mean to do what is right to all men in Romans 12:17. If people outside of faith are naturally sinful, then how can the underlying morality of "all men" be affirmed?

Sorry, the NASB says "Respect what is right in the sight of all men" instead of explicitly "do". Still, the question stands: How can we respect what is right in the sight of all men if humans are naturally evil? Should Christians accord themselves to cultural moral standards?

In Romans there is a consistent emphasis on doing good, being at peace, etc. Since Christian Jews had only recently returned to Rome under Nero, after being expelled because of disturbances probably over preaching Christ, it was important to maintain peace. Respecting what is right in the sight of all men was consistent with this policy. Observe the admonition in chapter 13 to be submissive to the governing authorities. In other words, get on with the culture within the culture wherever possible. Even argument and disagreement can be conducted in a civil, gentle manner. We don't have to create another World War every time we choose to disagree! If it is the custom to stand for the national anthem, then stand. If it is the local practice to respect privacy and not just invite yourself into homes when you feel like it, then do so. 1 Corinthians 10:31-33; Matthew 17:24-27. Do what is good and you will receive the ruler's approval. Romans 13:3
