Is God's will determined or dynamic?

I have heard that God's will is determined but it is also dynamic. To me “determined” and “dynamic” are opposites. Could it mean that God always knows what he's going to do before he does it? But does it also mean he can change his mind? How do those two go together?

What does it mean to have a will that is determined? And what does it mean to have a will that is dynamic? I think that's the first thing I would ask these people that you were speaking with. It's always a good idea to get a good grasp on the terms used in a discussion, before proceeding in the discussion.

Perhaps the people you were talking to were wondering whether God was *free* with respect to certain actions, meaning that *he could have done otherwise.* God has had choices with more than one option.
