While God doesn't speak to people today in the same way he did in the Old Testament (through a burning bush, a donkey, or an audible voice, just to name a few), he does still speak to us today in ways that people in the Old Testament times never experienced.
First, God talks to us through his word, the Bible. Hebrew's 4:12 says: "For the word of God is living and active. Sharper than any double-edged sword, it penetrates even to dividing soul and spirit, joints and marrow; it judges the thoughts and attitudes of the heart."
Second, God talks to us through Jesus. The Bible says in Hebrews 1:1-2: "In the past God spoke to our forefathers through the prophets at many times and in various ways, but in these last days he has spoken to us by his Son, whom he appointed heir of all things, and through whom he made the universe."
Of course, Jesus isn't living here on earth, so he can't talk to us face-to-face the way he did to his followers, but the Holy Spirit speaks in the hearts and minds of those who have committed their lives to Jesus by faith. 1 Corinthians 2:9-10 says:
"However, it is written: 'No eye has seen, no ear has heard, no mind has conceived what God has prepared for those who love him'--but God has revealed it to us by his Spirit. The Spirit searches all things, even the deep things of God."
So God does speak--clearly and powerfully. We just have to be willing to listen.
